Used Motor Vehicle Training – Authorized Course Provider

Approved by the BMV to administer the used motor vehicle dealer training course mandated by section 4517.05 of the Revised Code and rule 4501:1-3-02 of the Administrative Code.

 

Authorized Course Provider Requirements

In order to be an authorized course provider, an entity must meet the following requirements:

 
  • An institution of higher learning as defined in section 3345.12 of the Revised Code.
  • Be a professional or trade association that has been in existence for more than five (5) years and has a majority of members who are motor vehicle dealers licensed in Ohio.
  • Submit application Training Course Provider Application, form BMV 4326, with a copy of the curriculum.
  • Meet all requirements of section 4517.05 of the Revised Code and rule 4501:1-3-02 of the Administrative Code.

 

Curriculum Requirements

   
 
  • Include pages consecutively numbered.
  • Organize the curriculum in units or lessons and a table of contents.
  • A curriculum that is clear and easy to navigate through.
  • Provide content-based exercises.
  • Ability to review previously completed sections or resources of the curriculum.
  • Include content-based questions related to the lesson(s). Incorrect answered questions must be given constructive feedback and the correct answer.

The following topics must be included in the curriculum:

 
  • Used motor vehicle dealer requirements (Chapter 4517 RC) (Chapter 4501:1-3 AC)
  • Duties and responsibilities of the motor vehicle dealers board
  • Acts and omissions resulting in suspension or revocation of a dealer’s license
  • Issuance of temporary tags to consumers
  • Duties and responsibilities of performing out-of-state inspections
  • Registration requirements for dealers
  • Display and proper use of dealer license plates
  • Federal and state laws governing the sale and distribution of motor vehicles
  • Titling motor vehicles
  • The title defect rescission fund
  • Sales taxes
  • Motor vehicle financing
  • Document fees
  • Retail agreements
  • Repossession of motor vehicles
  • Consumer protection

NOTE: There shall not be any content that promotes, sells, or offers goods, products or services in the training course curriculum.

 

Course Requirements

   
 
  • Consist of no less than a minimum of six hours classroom or equivalent online training.
  • Must provide the training course at least once every ninety (90) days.
  • Any changes to date, time, location, length, content, or cost of the course must be provided in a written notification.
  • Maintain attendance records for each training course for a period of one (1) year from the date of the course.
  • Provide a certificate of completion to those who have completed the training course (A copy of the certificate must be filed with the BMV).

 

NOTE: If an authorized course provider chooses to offer the training course online; must meet all requirements above as well as the following:

 
  • Require all participants to register for the course by using an individual identification number. This identification number will also be used to verify course participation and course completion.
  • Provide a means of contact for participants to ask questions regarding the course curriculum, such as, bulletin board, e-mail, call center, etc.
