Motor Vehicle Salvage Dealer

Dealer primarily engaged in the business of selling salvage motor vehicle parts and secondarily selling salvage motor vehicles.

Applications for a motor vehicle salvage dealer license shall be denied for reasons listed in the R.C. 4738.07 which include:

  • Conviction of a crime of moral turpitude or disqualifying offense as defined in R.C. 4776.10.
  • Conviction of ANY misdemeanor or felony (regardless of the conviction date) related to dealing in salvage motor vehicles.
  • Conviction of a felony that is not a crime of moral turpitude or a disqualifying offense less than three (3) years prior to application.
  • Conviction of a misdemeanor that is not a crime of moral turpitude or a disqualifying offense less than one (1) year prior to application.

Physical Location Requirements

  • Verify with the local authorities the zoning regulations for the proposed facility. The State of Ohio (BMV) Dealer Licensing Section does not pre-empt the enforcement by local authorities of zoning, health, safety codes, or laws.
  • Must have a minimum area of a contiguous fifty thousand (50,000) square feet.
  • Area must be shielded by a fence meeting the following requirements, except in very limited instances and not in violation of the relevant provisions of sections R.C. 4737.07 and 4737.09:
  • Fencing shall be a minimum height of six feet and a maximum of ten feet.
  • Fencing shall shield the salvage place of business from ordinary view. All inventory of the business shall be stored behind the fence or enclosure to promote and preserve a positive visual impact of the salvage yard's business on the surrounding neighborhood.

NOTE: A living hedge of equal or greater height and sufficient density year-round to prevent view of the salvage place of business may be substituted for the fence.

  • An office in which business will be transacted, in a building not less than two hundred twenty-five (225) square feet, consisting of the following:
  • A clearly identifiable area devoted to sales transactions.
  • The business hours must be maintained and legibly posted in a conspicuous place near the entrance of the office.
  • A permanent, properly maintained, and prominently displayed sign showing the exact name of the business as it appears on the application and, any registered trade names in letters, in letters that shall be no less than six (6”) inches high.

NOTE: A physical inspection will be performed by BMV Investigations shortly before license issuance. If the licensed location fails to meet any of the listed requirements, it will immediately be referred to the Motor Vehicle Salvage Dealer’s Board for possible suspension or revocation of the license.

Provisional License

Each motor vehicle salvage dealer will be issued a provisional license for a period of one hundred eighty days (180) from the date of issuance, thereafter an initial approved inspection. The salvage dealer will be re-inspected in near the end of the 180 day provisional period.

  • If the licensed location continued to meet all requirements at the re-inspection, it may continue in business and will be issued a motor vehicle salvage license.
  • If the licensed location fails to meet all requirements at the re-inspection, a verbal revocation will be given by the investigator and will receive a revocation in writing by the registrar of motor vehicles.

Additional Application Requirements


Photographs of the proposed physical location must be submitted with an application or separately via e-mail. The photographs shall reveal the following, but not limited to:

  • The salvage business for which the license is being sought.
            • Area behind shielding that is designated for inventory storage
            • Area in front of shielding
  • Inside of office showing designated parts counter
  • Outside of office area
  • The sign with the business name, including any registered trade names (minimum 6-inch lettering)

All photographs submitted via e-mail (JPG format only) must include your business name and county name or number in the subject line and send to dealerphotos@dps.ohio.gov


Ohio residents who are an owner, partner, president, member, trustee, or principal owner of any “other registered entity” ownership style MUST be electronically fingerprinted.

Any out-of-state residents who are an owner, partner, president, member, trustee, or principal owner of any “other registered entity” ownership style MUST be fingerprinted by submitting a fingerprint card.

Optional Plates

Motor vehicle salvage dealers are eligible for special plates for use on motor vehicles being transported by any persons regularly engaged in salvage operations or scrap metal processing from the point of acquisition to their established place of business (salvage dealer license required).

NOTE: A reasonable number of additional plates may be requested to support the salvage motor vehicle business. However the plates may not be used contrary to uses as specified in the Ohio Revised Code Section 4503.31. Plates used for any other purpose may be reduced or subject to confiscation.
